CALL TO ORDER
President
Randall Pitcock called the meeting to order at 6:45
p.m. and declared a quorum was present with seven members present.

DECLARATION OF QUORUM
In
attendance were President Randall Pitcock, Vice
President Valerie Jochen, Secretary Paul Dorsett, and
Trustees Carol Barrett, Charlotte Slack, Garland Watson and Jeff Harris.

PUBLIC HEARING TO RECEIVE INPUT FROM THE PUBLIC ON PROPOSED SCHOOL
DISTRICT BUDGET AND TAX RATE FOR THE 2010-2011 SCHOOL YEAR
Superintendent
Eddie Coulson recognized Deputy Superintendent Glynn Walker who reported that
work on budget preparation begins in January where input is received from all
Principals, Directors and District Administrators. School Board Workshops are held May through
August where adjustments are made due to changes in projected revenues and
expenditures. The tax roll certification
is received in early August and budget and tax rate are adopted in August of
each year. The proposed budget includes
18 additional teachers due to growth and state mandates: 22:1 in grades K-4 and implementation of
state mandated 4 X 4 high school graduation requirements and a 1% or $350
annual pay rise for employees.
Reductions in the proposed budget include capital outlay/projects,
transportation costs, and substitute payroll costs. The budget includes 81.6% payroll costs, 9.7%
contracted services, 5.5% supplies and materials, 2.5% other operating costs,
0.3% debt service, and 0.4% capital outlay.
Mr.
Walker reported that 1,027 school districts self reported
their M&O tax rates for the 2009-2010 school year. Only 75 districts reported M&O tax rates
equal to or less than CSISD rate of $1.00005. 951 reported tax rates above the CSISD rate,
with 241 of those reported tax rates greater than $1.04. The proposed tax rate is: $1.00005 for the
purpose of maintenance and operations, and $0.309883 for the purpose of payment
of principal and interest on debts for a total tax rate of $1.30993.
There
were no public comments.
