A.  CALL TO ORDER

President Randall Pitcock called the meeting to order at 5:05 p.m. and declared a quorum was present with five members present. 

 

B.   DECLARATION OF QUORUM

In attendance were President Randall Pitcock, Vice President Valerie Jochen, Secretary Paul Dorsett, and Trustees Garland Watson and Jeff Harris.  Trustee Carol Barrett arrived at 5:08 p.m. and Trustee Kimberly McAdams was absent.

 

C.  WORKSHOP SESSION

C-1.  Discuss the 2011-2012 Budget draft

Superintendent Eddie Coulson recognized Deputy Superintendent for Human Resources and Business Services Glynn Walker who reported to the board related to the 2011-2012 budget draft.  The current funding plan projects $4.46M less monies for CSISD than CSISD would have under the 2010-2011 funding system.  CSISD budget projections include reductions by more than $2.7M attributable mostly through personnel reassignments and attrition, including reductions in central office, athletics and operations.  College Station ISD plans to use a portion of its fund balance to cover the remaining deficit.  Discussion occurred.

 

C-2.  Discuss 2011-2012 Employee Salary and Benefits

Deputy Superintendent Glynn Walker led discussion, presented information and answered questions related to Employee Salary and Benefits for the 2011-2012 school year.  Salary increases were not recommended to the Board, but because of rising insurance costs, discussion occurred related to increasing the board’s contribution to health insurance.  Discussion occurred

 

C-3.  Consideration, discussion and possible action regarding the 2009 Bond financing options

Superintendent Coulson recognized Deputy Superintendent Glynn Walker who welcomed Victor Quiroga with Southwest Securities.  Mr. Quiroga presented information to the Trustees related to the district selling $41.7M bonds which will occur in September 2011 and is expected to raise the tax rate by $0.481 per $100 of evaluation to $.1370.  Discussion occurred.

C-4.  Receive TASB Update 90

Information related to Update 90 was distributed.  Brief discussion occurred.

 

C-5.  Receive 82nd Legislative Session and Special Session Update

Superintendent Coulson briefly discussed legislative issues affecting CSISD.

 

D.  ADJOURNMENT

Without objection, President Pitcock adjourned the workshop at 6:38 p.m.
