REGULAR BOARD MEETING

September 20, 2011 at 7:00 p.m.

A.  CALL TO ORDER

President Valerie Jochen called the meeting to order at 7:00 p.m. and declared a quorum was present with seven members present.

 

B.   DECLARATION OF QUORUM/WELCOME

In attendance were President Valerie Jochen, Vice President Paul Dorsett, Secretary Jeff Harris and Trustees Garland Watson, Kimberly McAdams, Carol Barrett and Randall Pitcock. 

 

C.  RECOGNITIONS

C-1.  Pledge of Allegiance to the American Flag and the Texas Flag, and a Moment of Silence

Superintendent Eddie Coulson recognized Principal Jane Rankin, who recognized College Hills Elementary students Angelina Baltazar and Connor George, 4th Grade ambassadors.  Dr. Coulson also recognized Principal Terresa Katt, who recognized Forest Ridge Elementary students Emma Cate West and Emma Kate Beard.  The students led the audience in the pledges and the moment of silence.

 

C-2.  Students

a.  National Achievement Scholarship Program

College Station ISD senior Celina Malave was recently selected as one of approximately 1,600 semifinalists in the 2012 National Achievement Scholarship Program, announced the National Merit Scholarship Corporation.  Conducted by the National Achievement Scholarship Program recognizes academically promising African-American students.  Malave was selected from a pool of 160,000 high school students, who requested consideration when they took the 2010 Preliminary SAT/National Merit Scholarship Qualifying test.  She now has the opportunity to compete for one of approximately 800 Achievement Scholarships, which will be awarded in the spring.

 

b.  National Merit Semifinalists

Eleven College Station ISD seniors were named semifinalists in the 57th annual National Merit Scholar Program.  There are 16,000 semifinalists nationwide that are competing for 8,300 National Merit Scholarships worth up to $2,500 each.  Congratulations to:  Franco Bettati, Kyle Campbell, Alexander Carstens, Dustin Frye, Minpeng Li, Austen McDougal, Karen McVay, Erin Mitchell, Lutong Wang, Glenn Welch, and Dean Zhu.

 

c.  National Merit Commended

Twenty-four College Station ISD students received a Letter of Commendation from the National Merit Scholarship Program.  A&M Consolidated seniors Taylor Beyer, Paige Blomstedt, Shelby Buenger, Zachary Carstens, Fatima Charara, Kitt Crabb, Alina Dattagupta, Sky Dominguez, Joon Eoh, Eric Gan, Marie Guermond, Duru Han, Macy Hicks, Lisa Hsiau, Johannes Kronenberg, David Lee, Kevin Li, Erica Nipps, Alec Paradowski, Debra Roussel, Casey Shoemaker, Nicholas Smith, Scott Weaver and Amy Zhang are among 34,000 students who received the commendation, nationwide.

 

Although they will not continue in the 2011 competition for National Merit Scholarships, these students are among the top five percent of more than 1.5 million students who entered the competition by taking the Preliminary PSAT/National Merit Scholarship Qualifying Test. 

 

C-3.  Recognize artwork provided by students from College Hills Elementary taught by Art Teacher Magda Zeitsman and students from Forest Ridge Elementary taught by Art Teacher Suzanne May

Student artwork adorned the Board Room walls and was enjoyed by all.

 

D.  CONSENT AGENDA

Agenda Item G – APPROVAL OF MINUTES – September 20, 2011 Workshop minutes, September 20, 2011 Regular Board Meeting minutes; Agenda Item J –BUSINESS:  Agenda Item J-2:  Consider approval purchase of grounds equipment for College Station High School from Professional Turf Products and Brookside Equipment for the total amount of $106,951.56; Agenda Item J-3:  Consider approval of the purchase of band instruments for College Station High School in the amount of $330,307.05; Agenda Item J-4:  Consider approval of Monthly Budget Amendments; Agenda Item J-5:  Consider approval of Monthly Financial Reports; Agenda Item J-6:  Consider approval of the 2011 Tax Roll per Sec. 26.09(e) of the Texas Property Code

 

MOTION 4380:  I move approval of the Consent Agenda, as presented.  The motion was made by Secretary Paul Dorsett and seconded by Trustee Randall Pitcock.  The motion passed with seven ayes and zero nos

 

E.  BOARD

E-1.  Board Directions and Reports/Announcements/Superintendent Reports and Announcements

Trustee Kimberly McAdams reported that the Head Start Policy Council met on 9/26/11.  DEIC met and is dealing with the District Improvement Plan and the 2012-2013 School Calendar.

 

Vice President Paul Dorsett announced that the Education Foundation is working on their signature event – 50 Men Who Can Cook. 

 

Superintendent Eddie Coulson reported that a workshop regarding transportation services, including 3-tiered busing and start times.  CSISD has a student early release day on 11/16/11.  Faculty will be in staff development working with leading indicator data.

 

Vice President Paul Dorsett announced that the A&M Consolidated High School State Football team will be honored at halftime of the Harker Heights Football Game scheduled for 10/28/11.

 

F.  HEARING OF CITIZENS (Non-Agenda/Agenda Items)

J.  BUSINESS SERVICES

J-1.  Consider approval of the annual investment report for the year ended August 31, 2011

Superintendent Coulson recognized Deputy Superintendent Glynn Walker who reported to the Board related to the Annual Investment Portfolio for the fiscal year ended August 31, 2011.  The Public Funds Investment Act (The Act) requires that an annual report of all District investments be provided to the Superintendent and Board of Trustees.  The Act further requires the District’s investments officers to meet continuing education requirements.  The District’s investment officers comply with those continuing education requirements.
