A.  CALL TO ORDER

President Tim Jones called the meeting to order at 7:00 p.m.

 

B.  DECLARATION OF QUORUM

President Tim Jones declared a quorum was present with seven members.  President Jones, Vice-President Mary Broussard, Secretary Randall Pitcock, Trustees Charlotte Slack, Marc Chaloupka, Garland Watson and Steve Aldrich were present.

 

C.  RECOGNITIONS

C-1.  Pledge of Allegiance to the American Flag, the Texas Flag, and a Moment of Silence

Superintendent Eddie Coulson recognized Oakwood Intermediate School Principal Jane Rankin who introduced Shay Williams and Carley English.   These students led the audience in the pledges and a moment of silence.

 

C-2.  Recognize Campus Artwork Displayed

The art collection displayed in the Board Room was provided by art students who attend Oakwood Intermediate School, taught by Art Teacher Mindy Austin.

 

C-3.  Staff

a.  Recognize Grant Recipients

Ann Ganter, Director of the Education Foundation, recognized the Foundation’s 2007 Grant Recipients.  Congratulations to Michelle Jedlicka, John Tollett, Charlotte Wiggins, Chris Parr, Kristen Jones, Mary Ann Nagyvary, Michelle Cochran, and Jody Peacock, all from A&M Consolidated High School, for the Making it Click: Personal Response Systems to Assess and Enhance Student Comprehension grant; Debbie Lange and Zandy Pustay from A&M Consolidated High School for the Teaching the World with Advanced Technology grant, Barbara Bowers and Sandy Siddall from A&M Consolidated Middle School for the SMART Science grant; April Wilson from A&M Consolidated High School for the Freedom’s Voice Grant; Annie Roth from South Knoll Elementary for the Shared Inquiry in Spanish grant; Janet Boutton, Lilly Moreno and Andrea Siebert from College Hills Elementary for The 3 R’s: Readin’, ‘Ritin’ and ‘Rithmetic for Special Learners at College Hills Elementary grant; Kerry Gray, Leslie Rangel, Jennie Fortner, Lisa Edrington, Christie Scambray, Allison Hanna and Debbie Furry from Southwood Valley Elementary for the Math in Motion grant; Sally Hughes and Kristi Addington from Oakwood Intermediate School for the Connections grant; Judy Weir and Janet Ball for the Writing: Anytime, Anyplace, Anywhere grant; Andrea Poehl from Southwood Valley Elementary and Shelly Rice from Forest Ridge Elementary for the School of Rock – Learning to the Beat grant; and Dawn Galloway, Fara Goodwyn, and Janelle Poe from A&M Consolidated High School for the Tiger Claws grant.

 

b.  Skills USA Advisor of the Year

Bart Taylor, AMC High School’s Computer Maintenance Technology Teacher, SkillsUSA & Tiger Robotics Head Coach and District Curriculum Coach, was announced as the SkillsUSA Advisor of the year!

 

C-4.  Students

a.  Siemen’s Award - National

Mike Novak and George Rash presented the National Siemen’s award to Kathleen Li. 

 

b.  Siemen’s Award - State

Mike Novak and George Rash presented the State Siemen’s award to Brian Liu.

 

c.  National Duke Talent Identification Program – College Station Middle School

The students in the Duke program are allowed to take the Scholastic Aptitude Test (SAT) or the ACT college entrance exam, normally taken by college-bound juniors and seniors.  In order to qualify for the national ceremony, a student must score 650 or higher on the math or critical reading section of the SAT and/or a minimum of 28 on the ACT.  Congratulations to Leonel Drukker and Minpeng Li. 

 

d.  State Duke Talent Identification Program – College Station Middle School

Nineteen College Station Middle School 7th graders have qualified to attend the state recognition ceremonies for students meeting the criteria of the Duke Talent Identification Program.  To qualify for an invitation to the state recognition ceremony, the student must have scored at least 510 on the math or 500 on the critical reading portions of the SAT.  A student could also qualify by scoring a minimum of 21 on a section of the ACT.  Principal Oliver Hadnot recognized and congratulated Austin Anderson, Colton Brown, Shelby Buenger, Kyle Campbell, Alexander Carstens, Zachary Carstens, Lacey Chollett, Cristina Clark, Leonel Drukker, Shaunna Fitzpatrick, Matthew Jones, Minpeng Li, Miles Love, Celina Malave, Erin Mitchell, Rebekah Morris, Alex Paradowski, Courtney Rogers, and Claire Warlick.

 

e.  National Duke Talent Identification Program – A&M Consolidated Middle School

Seventeen A&M Consolidated Middle School 7th graders have qualified to attend the state recognition ceremonies for students meeting the criteria of the Duke Talent Identification Program.  In order to qualify for the national ceremony, a student must score 650 or higher on the math or critical reading section of the SAT and/or a minimum of 28 on the ACT.  Congratulations to Kevin Li.

g.  MATHCOUNTS

More than 300 schools and almost 2000 students in Texas participate in MATHCOUNTS each year.  Of these, 288 students advance to the state competition.  A&M Consolidated Middle School seventh grader Kevin Li placed 3rd in Texas at the State MATHCOUNTS competition held Saturday, March 24th in Austin.  Only the top four students go on to compete at the national level.  As a member of the national team, Kevin will join three other students to represent the state of Texas at the national competition to be held May 10-12 in Fort Worth.

 

h.  Outstanding trade & Industrial Student

AMC High School’s Katie Prochaska will be named Outstanding Trade & Industrial Student runner-up Best of Texas Award.  She will receive an award and a scholarship from TIVA for winning. 

 

i.  Skills USA

The Skills USA contest consists of technical information tests as well as hands on production, troubleshooting and application.  Adrian Vasques de Velasco, Tom Vestal and Sean Grant will advance to the national competition.  Congratulations to Chris Ballentine, Antonio Bermudez, Tad Duncan, Colin Eikenhorst, Stephen Gamache, Irene Georghiades, Sean Grant, Stephen Green, Steven Hess, Shannon Jones, Jared Joynaert, Katie Prochaska, Paul Robert, Adrian Vasquez de Velasco, and Tom Vestal.

 

j.  Texas Math & Science Coaches Association

College Station students participated in the Texas Math and Science Coaches Association middle school state math and science contest in San Antonio.  Out of 73 schools and over 400 competitors, College Station won several awards.  Congratulations to Kevin Li, Zachary Wu, Amanda Yang, and Bruce Zhang.

 

D.  BOARD

D-1.  Consideration, discussion and possible action regarding the 2006-2007 Superintendent Evaluation Process

Trustee Marc Chaloupka reported as the Chairman of the Superintendent Evaluation Committee regarding the process to be used, as well as the instrument to be used.  The Commissioner of Education’s standard approved format will be used for the current year, but the trustees may customize and develop their own format to be used in the future.  The process will occur during May and June, with a workshop setting at the May meeting, followed by a formal process at the June meeting.

                                   

D-2.  Board Directions and Reports/Announcements/Superintendent Reports

Secretary Randall Pitcock reminded everyone of the Last Round of the Education Foundation No-Golf Tournament fundraiser.  The event is scheduled for 4/20/07 at 6:30 p.m.

 

Secretary Randall Pitcock commented regarding his visit to Andrea Poehl’s Head Start classroom at Southwood Valley Elementary and the positive, healthy instruction and learning taking place in that classroom.

 

Superintendent Eddie Coulson reminded everyone that the legislative bodies are currently in session in Austin, writing legislation that will affect College Station ISD.

 

E.  HEARING OF CITIZENS

F.  HEARING OF EMPLOYEES

Dexter Innovejas, representing a group of CSISD PE teachers, addressed the trustees regarding re-opening the discussions about the staffing of certified PE Teachers at the elementary and intermediate schools in College Station ISD. 

 

G.  CONSENT AGENDA

Agenda Item D – Board : Agenda Item D-3: Consider approval of 2007-2008 CSISD School Board Meeting Dates;  Agenda Item H - Approval of Minutes –March 20, 2007 Workshop Minutes, March 20, 2007 Regular Meeting Minutes; Agenda Item I – Personnel:  Agenda Item I-1:  Consider approval of Resignations; Agenda Item I-2: Consider approval of Employments; Agenda Item J – Business & Operations: Agenda Item J-2: Consider authorization of purchase through The Cooperative Purchasing Network (TCPN) of Chillers for Southwood Valley Elementary School; Agenda Item J-3: Consider authorization of purchases utilizing the Texas A&M University Interlocal Agreement of the following items: (a) Laptop computers from MicroAge for the Career and Technology Education program (b) Audio visual equipment from MicroAge for Staff Development, Math Department, CATE, Pebble Creek Elementary School, College Station Middle School and Cypress Grove Intermediate School; Agenda Item J-4: Consider approval of Monthly Financial Reports – reports covering the period of March 1-31, 2007;  Agenda Item J-5: Consider approval of Monthly Budget Amendments – Amendments covering the period since last Board Meeting; Agenda Item K– Elections: Agenda Item K-1: Consider approval of the Interlocal Government Agreement between the City Council of the City of College Station, Texas, The Board of Trustees of CSISD and Brazos County ordering a Special Election to be held in said city and school district on May 12, 2007 for the purpose of a State-wide Constitutional Amendment Election, and providing procedures relating to the conduct of said elections; Agenda Item K-2: Consider approval of Election Judges; Agenda Item K-3: Consider approval of contract with Texas Voting Systems. 

 

MOTION 3778:  I move approval of the Consent Agenda, as presented.  The motion was made by Trustee Marc Chaloupka and seconded by Vice President Mary Broussard.  The motion passed with seven ayes and zero nayes.

 

J.  BUSINESS AND OPERATIONS

J-1.  Consider responses to Request for Competitive Sealed Proposals for the following items: (a) Carpet and Tile for Southwood Valley Elementary School

Superintendent Eddie Coulson recognized Deputy Superintendent for Business and Operations Mike Ball who reported regarding sealed proposals.  The current year General Fund budget provides funding for replacement of carpet and tile floor coverings at Southwood Valley Elementary School.  After evaluating the responses to the Sealed Proposal Request, Kellen Commercial Interiors, Inc. appears to be the best value to the District.

 

(b) Acoustical Ceilings for Southwood Valley Elementary School

Mike Ball reported to the trustees regarding sealed proposals.  The current year General Fund budget provides funding for replacement of acoustical ceilings at Southwood Valley Elementary School.  After evaluating the responses to the Sealed Proposal Request, Dudley Construction appears to be the best value to the District.

 

(c) Painting, Sealing and Caulking for Southwood Valley Elementary School

Mike Ball reported to the trustees regarding sealed proposals.  The current year General Fund budget provides funding for replacement of acoustical ceilings at Southwood Valley Elementary School.  After evaluating the responses to the Sealed Proposal Request, S&G Contracting, Inc. appears to be the best value to the District.

 

MOTION 3779:  I move approval of the administration’s recommendation of hiring Kellen Commercial Interiors, Inc., Dudley Construction and S&G Contracting, Inc. as presented.  The motion was made by Marc Chaloupka and seconded by Randall Pitcock.  The motion passed 7-0.

 

M.  EXECUTIVE SESSION

The Board will meet in executive session to deliberate the purchase, exchange, lease, or value of real property.  The executive session deliberations will be held pursuant to the “Deliberation Regarding Real Property” exception to the Texas Open Meetings Act as set forth in Section 551.072 of the Texas Government Code.

The Board went into Executive Session at 8:05 p.m.
